    If your house is requiring in game money to purchase it, you are the only one able to access it, if it is a premium house which requires permits, you may add him to the house for him to use, both of these ways I said still give you not ability to transfer it directly to him.

    Then like I stated above, you cannot transfer the house to him without him buying him itself, and if its a non-premium house you can't add him to it.
