Im on vacation rightnow but i can tell you some places. Africa has some balloon houses and some other houses for 15 permit. Im sure there are 2 vacant ones at Africa. I tought they had 16 chests but im not sure. And at City Center and Crossroad have some vacant ones if you got luck for 15 permits. And the last place, some at Mindiana at a big appartement building. Gl finding them!
