    9 million is WAY too little for a $50 rank up (180k/dollar). I would suggest offering quite a bit more money.

    Players usually expect atleast $250k/dollar to do a deal, as there is a lot of demand for rank upgrades. In addition, not many people have $50 to spend. If you want that rank upgrade, you will probably need to offer ATLEAST 300k/dollar (15 million).
