Yes, ask it in the custom house section (I think i'ts called that) and describe what you want the house to look like or make it in creative. (3-8 permits is too low for a custom house)
Not necessarily- what I mean by having basically no chests is that almost every permit house costs the same or more permits than you get chests. For example, if a house costs 20 permits, there will probably be anywhere from 15-20 chests. A house for 8 permits would have very little storage in it.
uhm ok than i am going get enough permits to have more chests thanks for help. i have only 1 thing my 500k house have been for a long time empty chests can staff fix that, i had so much mini's and jpes but it is all gone
That's a glitch that our develepors are working on, it only applies to non-premium houses. Sorry to hear about that, we are still working on it.

The lowest costing custom premium house is 25 permits. Aka 10 for it Being custom and 15 for 15 chests.
