    On every kit from HOBO to PIMP, it says
    "KITS> You need to be on the CRIMINAL job to use this kit!"
    I don't know what caused this but I would like to use all the kits I'm supposed to get.

    You don't receive ranks lower than you (apart from HOBO and CRIMINAL). If you're a PIMP, you would get the PIMP kit, the HOBO, kit and the CRIMINAL kit.
