You need Jetpack fuel. If you have no fuel, you cannot fly. Also, you can't fly in spawn. You can only fly in the map. And once you have a wingsuit and enough fuel (I recommend 2 stacks AT THE VERY LEAST!!!!!!!!!!!!), it works like Elytra. If you are not sure what Elytra is, go on YouTube and search for it. There are tons of videos. Elytra is the same thing as a wingsuit, but without the firework propellers.
